Click on that icon and you'll see a range of wrapping styles. 'In Line with Text' is often the default, and it's the culprit behind your immobility. Choose any other option, like 'Square,' 'Tight,' 'Through,' 'Top and Bottom,' or 'Behind Text' to break free!
With a new wrapping style selected, you can now click and drag the image wherever your heart desires.
