The primary method for manipulating socket colors is using Chromatic Orbs. These orbs randomly re-roll the colors of sockets on an item.
Here's the trick: the higher the Strength, Dexterity, or Intelligence requirement of an item, the more likely it is to roll that attribute's corresponding color (Red, Green, and Blue respectively). This means a high-Strength chest piece will naturally roll more red sockets. You can influence the outcome by crafting the item to have +attributes on it to increase the likelihood of the socket color you want.
Crafting Bench Recipes: Endgame crafting bench recipes can target specific socket colors, or guaranteed number of sockets of the correct colors, making the color change process much more controlled.
